Description

Government Consulting Services (GCS) has the mandate to provide consulting services that support the implementation and management of government priorities and programs.  Part of this responsibility includes advising federal government institutions on policy compliance and legal obligations with respect to privacy and the management of the personal information collected and used to fulfill program objectives.
 
On 1 April 2010, Treasury Board Secretariat announced the most recent directive on privacy impact assessment.  The directive, as a policy instrument, is designed to assist federal institutions in meeting accountability measures in the effective management of personal information.  The responsibility for implementation of the policy belongs to Treasury Board; however the obligation to comply with the policy and the Privacy Act rests with individual federal institutions.  GCS has developed a consulting practice dedicated to assisting federal institutions in meeting their policy and legal obligations for privacy by conducting privacy impact assessments, developing privacy management tools, registering Personal Information Banks, and reviewing the quality of services linked the protection of personal information


Objectives & Scope


The objective of this assignment is to provide advice and guidance on issues related to privacy management and privacy protection.  This will allow GCS to work with clients to effectively integrate program activities consistent with the new Directive on Privacy Impact Assessment and the priorities of the Government of Canada.  This work will include conducting privacy impact assessments, the development of privacy management frameworks, and advising senior-level clients on policy matters covering the responsibilities and obligations under the Privacy Act and under the Directive on Privacy Impact Assessment issued by Treasury Board Secretariat.  In addition, the assignment includes providing quality assurance services: deliverables review and oversight.
 

Qualifications

Required Skills

  • Demonstrated experience in providing strategic guidance and advice to Senior Federal Government Managers
  • Demonstrated experience in developing a Privacy Management Framework, covering the responsibilities and obligations of federal institutions with respect to managing privacy
  • Experience in conducting privacy impact assessments
  • Experience in providing analysis and interpretation of privacy policy and privacy policy compliance
  • Provide oversight and quality assurance for compliance with privacy policy 
     

Experience:

  • The candidate will be evaluated on knowledge of privacy and the obligations of government institutions for privacy protection
  • Experience in conducting Privacy Impact Assessments and preparing Privacy Management Frameworks
  • Extensive project management experience
  • Experience in stakeholder management

 

Tasks - Deliverables

Tasks/Duties

  • Review privacy policies, directives and applicable legislation
  • Advise clients on compliance with respect to privacy policies and legislation
  • Conduct extensive documentation reviews
  • Lead stakeholder consultations
  • Review content of personal information holdings
  • Conduct stakeholder sessions/focus groups
  • Analyze program proposals in relation to privacy principles
  • Identify risks to personal information and propose mitigating strategies
  • Provide status reports, client reviews, oversight
     
    Meetings with representatives of GCS and client departments including program and functional authorities will be necessary to complete the work outlined above.  This includes interviews with various functional authorities, program managers and staff.  GCS will identify the appropriate contacts within the client organizations and assist in the coordination of consultations.
