Description

Our client is seeking a procurement Advisor who is fluently Bilingual.

Duties

The primary objective of this position is to guide and support clients in the implementation of long and short-term procurement plans for achieving Corporate and business line objectives. In addition, approve, guide and monitor the procurement process within the Requisitioning, Purchasing and Procurement System (RPPS) by reviewing and approving documents created by the Contracting Authority (CA) at four key milestones in the tendering process as follows: method of procurement; content of Solicitation document; results of evaluation; content of contract. Also, assist clients in their procurement activities/decision making by providing procurement advice and guidance to clients concerning corporate procurement policy and processes. This includes providing specialized services and functional guidance and developing strategic plans to maximize the "best value for money.

Qualifications

Education/Experience

  • College diploma, preferably in Business Administration, Finance or a related field with 6 to 8 years of work related experience or an equivalent combination of education and experience
  • CPP (Certified Professional Purchaser) designation or current enrolment in the PMAC education program would be an asset

Knowledge and Skills

  • Sound knowledge and understanding of supply and contract management.
  • Knowledge and understanding of Treasury Board policies and guidelines, the Financial Administration Act, laws of Ontario, federal and provincial tax law, and CMHC's financial policies as they relate to procurement.
  • Extensive knowledge of procurement policies and procedures.
  • Well-developed negotiation skills.
  • Good communication skills (written and oral), including the ability to speak and write clearly and succinctly.
  • Proficient in the use of computer-based tools , including Lotus Notes / Lotus SmartSuite,Requisitioning and Purchasing and Procurement System.
