Our government client seeks an Intermediate level consultant for a project in Capability Based planning. The consultant must meet the minimum requiurements and posess a valid government of Canada Enhanced security clearance.

Duties

The purpose of this work is to assist in validating the principles of Capability BasedPlanning in thecontext of public security and safety through the engagement of stakeholders in Ontario and to assist indeveloping new methodology in development of principles, logic and application of Outcomes BasedPlanning in the same context. This work requires a person with a strong and established understandingof the application of the methodology applied in core documents such as resource typing and the TargetCapabilities list-Canada asthey relate to public security and safety. Knowledge in the application ofCapability BasedPlanning is essential to this requirement.

Qualifications

• Work experience in which core methodology of Capability Based Planning is applied in an assessment of public security and safety response groups in a Canadian jurisdiction including:

- Assessment of the response team type using formal Resource Typing metrics for all first and second response services (police, fire, paramedics etc);

- Assessment of the capability of response services in terms of being able to complete critical tasks as defined by the Target Capabilities list - Canada;

• Developing and implementing a quantitative risk assessment of a specific jurisdiction in Canada using formal Consolidated Risk Assessment methodology;
• Developing and maintaining responder and authority's cooperation, participation and assistance in completion of items 1 and 2 above.
