Description

Our government client is seeking the services of a Quality Assurance/Management Specialist for a period of 30 days.

Duties

Scope of Work:

 

The Evaluation Directorate has launched the International Humanitarian Assistance evaluation, which will be completed by February 2012.

 

The overall purpose of the evaluation is to:

  • assess the relevance, performance and design of Humanitarian Assistance (HA) programming;
  • identify areas for improvement and key lessons.
 The evaluation will cover bilateral and multilateral humanitarian activities from April 2005 to March 2010.The evaluation is expected to provide information and reflections useful to key stakeholders in Canada and abroad. The evaluation will cover the following issues and questions

Given the complexity of HA in general and of  HA in particular, the evaluation will be carried out in three inter-related stages:

  1. An overview assessment
  2. Response Specific case studies
  3. Comparisons will be done with alternative strategies, tools, procedures and  partnership building approaches to achieving flexible, timely, and effective humanitarian responses

Qualifications

  • Must have a Bachelor Degree from a recognized University within one of the fields related to the tasks – Proof of education must be included in the CV – (CV maximum of 10 pages)
  • The proposed resource must have three (3) years (35 months) experience in humanitarian assistance with knowledge of the Canadian context. To demonstrate knowledge the proposed resource must provide a short narrative explaining the Canadian context (maximum 1 page).
  • Must have a minimum 3 years (35 months) experience in international development with knowledge of the multilateral system. To demonstrate knowledge the proposed resource must provide a short narrative explaining the multilateral system within the international development Canadian approach. (maximum 1 page).
