Description

Our government client is seeking the services of a Procurement Specialist at the Advanced level. Candidates must have a valid Enhanced clearance or higher.

Duties

The Supply Specialist (advanced), working closely with the Procurement Manager and the Supply Team Leader, will participate and play an important role in all aspects of a complex, high-profile procurement project to meet client department program requirement in a timely and satisfactory manner.

As part of the team to provide a dedicated procurement service to the client department, the individual will be responsible for:

  • Assisting the procurement team in the development of a methodology and tool(s) to compile and thoroughly assess responses to the RFI;
  • Contributing to the development and refinement of the SOW, mandatory and rated requirements and product demonstration requirements for the RFP;
  • Contributing to the development and refinement of the evaluation methodology, including  the mandatory and point rated requirements sections, the product demonstration section and the financial evaluation section or any other requirements;
  • Assisting the procurement team in preparing for a vendors’ conference;
  • Assisting the procurement team with preparing a response to vendors’ questions during the RFI and RFP period;
  • Assisting the procurement team in bid evaluation;
  • Assisting the procurement team in contract management;
  • Contributing to procurement reporting (briefing note, PowerPoint presentation, vendor letter, etc.);
  • Providing recommendation and advice regarding the procurement project.

Qualifications

ESSENTIAL QUALIFICATIONS:

 

Minimum of 5 years of experience in the development of RFPs  including statements of work, evaluation criteria and the evaluation of proposal responses for federal government projects or equivalent private sector projects.

A recognized degree in a relevant undergraduate field from a recognized post secondary institution.

 

The résumé of the proposed candidate must demonstrate the following: 

  • Experience in developing complex Statement of Work, which capture the business and functional requirements of the end users for a solicitation (i.e. a Request for Information (RFI), Request for Proposal (RFP) and/or Tenders for federal government or private sector projects in excess of $10,000,000.
  • Experience in developing bid evaluation methodology including mandatory and rated requirements, and evaluation criteria;
  • Experience in the evaluation of proposal responses against mandatory and rated requirements in accordance with a pre-establish evaluation methodology;
  • Experience in consolidating the results of the review and/or evaluation of vendors’ response to a solicitation (i.e. RFI, RFP and/or Tenders).
  • Experience in working with Federal Government contracting personnel during a complex RFP process;
  • Experience in ERP systems (SAP or PeopleSoft) with respect to user requirements, user acceptance and implementation.

  • Education
  • Secondary school diploma is required
  • Certificate, diploma, or degree from a recognized post secondary institution, in a relevant field or an acceptable combination of education, training and experience is required
  • Demonstration of continuous advancement towards obtaining certification as a Certified Professional Purchaser is required
 

Experience:

Minimum of ten (10) years of experience in the procurement field is required

Minimum of five (5) years of experience in the procurement field within the federal government may be required
