Description

1.            General Background

Defence R&D Canada (DRDC) requires the services of a qualified resource to assist in the validation refinement of a S&T vision, and to assist in the definition of a Technology Demonstration Project (TDP) dealing with Intelligence.  Over the last two years, DRDC, through the Intelligence and Information (I2) Section at DRDC Valcartier, has initiated an articulated and coherent S&T program, known as Future Intelligence Analysis Capability (FIAC), to advance the state-of-the-art of intelligence methods and resources in order to adapt to and anticipate the new challenges of the Canadian Forces.  FIAC addresses all sources (multi-int), over the full intelligence cycle but with particular emphasis on achieving advanced analysis capabilities. It seeks, in particular, to achieve an optimized level of synergy between human cognition and machine intelligence, exploiting advanced interaction. The I2 Section has progressed rapidly on developing the vision of the FIAC. This included the development of a white paper, a Strategic Technical Information Analysis (STIA), an operating concept, and the elaboration of a futuristic scenario. There is a need to validate this vision with the military and scientific communities, in order to evolve it in a FIAC version 2. The FIAC program will be realised through various R&D projects, including a number of Applied Research Projects (ARPs) and Technology Investment Funds (TIFs). In order to leverage these various initiatives and align them and the FIAC program with DND/Intelligence acquisition projects, there is a need to define a TDP on Intelligence.  

2.            Purpose

 The purpose of this work is to provide support in the validation and refinement of the FIAC vision and S&T Program and in the definition of a new TDP on Joint Information Management and Exploitation for Intelligence Analysis (JIMEIA).  

3.            Estimated Level of Effort

 The Estimated Level of Effort to fulfill this requirement is approximately 64 working days (7.5hrs/day) from contract award, for one-year duration. This effort will be equivalent to an average of 10 hrs per week. This level of effort is only an estimation made in good faith and should not be considered in any way as a commitment from DRDC.

Qualifications

1.            Resource Qualifications and Experience

 Due to the nature of this contract, the Contractor’s assigned resource must possess the following qualifications: a.            Recognized Undergraduate Degree (preferably science, engineering or computer related);  b.            Canadian citizen; c.            Secret security clearance; and d.            Complete Fluency in English.  The ideal candidate for the position should have the following experience: a.            Clearly demonstrate experience in providing strategic military intelligence force development advice to senior management; b.            Clearly demonstrate detailed understanding of the organization and structure of C4ISR force development stakeholders within NDHQ; c.            10 years or more experience as a military intelligence professional to ensure a comprehensive understanding of CF and Defence intelligence; d.            Clearly demonstrate detailed understanding of the DRDC S&T program and objectives; e.            Clearly demonstrate an understanding of Information Technology (IT) infrastructure development and processes; f.             Clearly demonstrate an understanding of the CF Force Development process; g.            Clearly demonstrate an understanding of the DND/CF and DRDC procurement programs; and h.            Have knowledge of, and an ability to work with, Microsoft Office applications including Project, Word, PowerPoint and Outlook.

Tasks - Deliverables

1.            Task Description

 DRDC requires a qualified Senior Special Advisor to assist in the following tasks:  a.            Assist the DRDC staff in the validation of the FIAC version 1 vision and its evolution into a FIAC version 2 vision / specification. This will involve the following activities:·         Assist in the organization of workshops with three communities (separate workshops): military intelligence community, with a focus on the operational validation; industry – academy community, with a focus on the S&T validation; allied community, with a focus on the operational, S&T and allied perspective validation;·         As required, conducting further interviews / validation sessions with representatives from these communities;·         Capture the operational, S&T and allied perspective feedback to the FIAC version 1 and update the FIAC documents accordingly;·         Assist in setting up a technology roadmap for the FIAC; and·         Assist in organizing a briefing session on the FIAC to Industry. b.            Assist the DRDC staff in the definition of a TDP on Joint Information Management and Exploitation for Intelligence Analysis (JIMEIA). This TDP will focus on the management and exploitation of multi-intelligence information, in a Joint, interagency, multinational, and public (JIMP) setting. It would address the needs of the following communities: Chief of Defence Intelligence (CDI); Army G2; Special Operations Forces (SOF), and Navy. This will involve the following activities:·         Update documentation from the Agile TDP on existing, developing and evolving capital C4ISR projects and DRDC initiatives (such as JIIFC project, JFS and C-IED TDPs, and future CDI IM/IT projects) that would be of interest to the JIMEIA TDP·         Identify the appropriate project description, objectives and implementation plan for the JIMEIA TDP;·         Identify the requirements for the contract and Statement of Work, regarding the TDP;·         Analyze DND/CF vision and strategy documents to ensure that the TDP proposal clearly identifies how the TDP aligns and will respond to military capability priorities;·         Analyze CF doctrine and policy and recent operational lessons to determine the impact of the system resulting from the TDP on the conduct of future operations and the future management of resources. c.            Provide military liaison and maintain awareness between the S&T community (primarily DRDC Valcartier, I2 Section) and the military intelligence operational community (e.g. CDI, Army G2, SOF and Navy). This will involve the following activities:·         Understand the intelligence requirements and bring them to the attention of the S&T community.·         Be aware of the relevant S&T R&D initiatives and bring them to the attention of the military intelligence community. 2.    Deliverables Deliverables shall be in the form of services provided to the Technical Authority (TA) in accordance with this SOW, at a minimum, but not limited to the following:a.    Digested notes from the validation workshops and sessions, regarding the validation of FIAC version 1;b.    Updated FIAC version 1 documentation;c.    Updated reports (from the Agile TDP documentation) providing a review of existing, developing and evolving capital C4ISR projects and DRDC initiatives;d.    A Technology Demonstration Program Application. This report should provide the appropriate project description, objectives and implementation plan for the proposed TDP;e.    A plan and presentation material to gain the endorsement of key stakeholders;f.     A draft Statement of Work and a draft contract for the proposed TDP;g.    A report providing an analysis of the DND/CF vision and strategy, with regards to the proposed TDP;h.    A report providing an analysis of the CF doctrine and policy, with regards to the proposed TDP; andi.      Summary notes of liaison activities between the S&T and the intelligence communities
