Requirements

 

EDUCATION REQUIRED:

Master degree from a recognized university with acceptable specialization in information science and/or social science or humanities and/or public administration and/or some other specialty relevant to the position.

MANDATORY EXPERIENCE REQUIRED:

Minimum of 3 years’ experience in a specialty relevant to the position. (The 3 years can include time spent in post-secondary education in the relevant area and/or professional experience.

Experience in the appraisal, acquisition, arrangement, description and specialized reference of archival fonds.

Experience undertaking a variety of research projects using archival/historical sources

Experience in the writing of substantial reports, a thesis and/or publication

POINT RATED CRITERIA:

Knowledge of Canadian History and general trends of the evolution of Canadian society.

Experience in working in Information management in the Government of Canada

Experience working on the transfer of digital records and metadata

REQUIREMENT SUMMARY

Library and Archives Canada requires the services of up to 16 resources (library services), Archivist to perform the work described in this Statement of Work for the 4 followings activity fields.

1. Description of activity fields

1.1 Truth and Reconciliation Commission of Canada (TRC)

Background

In January 2013, the Ontario Superior Court ruled that the Government of Canada was obligated to provide the Truth and Reconciliation Commission (TRC) with documents relating to Indian residential schools, including documents held by Library and Archives Canada (LAC). To fulfil the government’s obligation, LAC has committed to supporting the departments in their search for documents and facilitating the reproduction of the documents by a private firm.

 

Objective

To ensure that the Indian residential school documents submitted by the departments are accessible, LAC must process them and incorporate them into its permanent collection. To that end, the documents submitted must first be inventoried, then the textual material must be processed, followed by the non textual material. This will be done according to the needs of the TRC and Aboriginal Affairs and Northern Development Canada (AANDC).

Exchequer

Background

The project relates to the documents of the Exchequer Court (1876-1971), the documents of the Court Martial Appeal Board (1950-1959), and the documents of the Vice-Admiralties (1780-1972). The documents were transferred by the Courts Administration Service in 2012-2013, under a memorandum of understanding signed with LAC on May 31, 2012 (16 separate registrations representing 2,010 containers). These documents are in addition to the documents transferred in 2003 and 2005 (2 separate registrations representing 279 containers).

Objective

Evaluation, selection, registration, classification, description, arrangement and disposition of information resources from the fonds of the Exchequer Court (approximately 2,300 containers) by March 31, 2016.

Disposition and Recordkeeping program (DRKP)

Background

In 2012, Library and Archives Canada (LAC) launched the new government-wide Disposition and Recordkeeping Program (DRKP). The DRKP improves on the previous Government Records and Disposition Program (GRADP), and aligns LAC’s core acquisition program delivery with TBS policies and directives on Information Management. Under the new DRKP, LAC has committed to providing new or revised Disposition Authorizations to all Government of Canada departments and agencies subject to the Library and Archives of Canada Act by 2015. Successful completion of this goal has a direct impact on LAC being able to fulfill its mandated responsibilities under Sections 12 and 13 of the LAC Act, as well as the capacity of Government of Canada clients to adhere to their policy obligations relating to information management.

 

Objective

The objective of the DRKP is to provide new or revised Disposition Authorizations disposition coverage to all Government of Canada departments and agencies subject to the Library and Archives of Canada Act by 2015 (around 300). This involves undertaking high-level analysis of the role played by Government of Canada institutions in Canadian Society, evaluating the information resources created by those departments to determine whether or not they have long-term documentary heritage value to Canadians, and then preparing the resulting legal instruments for the signature of the Librarian and Archivist of Canada.

 

Clearing the pipeline backlog

Background

Between 2009 and 2013, LAC significantly slowed the rate at which it was evaluating offers of donation from non-Government donors. This was due to a process of rationalization of both resources and processes. As a result, there is a backlog of potential documentary heritage material that has been offered to LAC, but has not yet been evaluated to determine whether or not it has enduring value to Canadians.

Objective

The objective of the clearing the pipeline project is to evaluate the cases that are sitting in this backlog in order to ascertain whether they constitute documentary heritage with enduring value to Canadians. Information resources will be evaluated against established criteria and then either recommended for acquisition, or for return to the donor.

 

Duties

Statement of Work

The following tasks will be under perform under each activity fields.

Responsible for the appraisal/selection, AND/OR arrangement, AND/OR description of archival fonds and related materials.

Following LAC procedures, criteria, templates and policy related to the above tasks, as required.

Production of various reports (according to templates and instructions) to support recommendations related to the above.

The results of these various reports support acquisition recommendations to be made to LAC Senior Management.

The following tasks are specific for each activity fields

For the TRC (refer to paragraph 1.1.), the analysis will be primarily related to government institutions and materials.

For the Exchequer (refer to paragraph 1.2), the analysis will be primarily related to the specific analysis of information resources to be acquired in this collection.

For DRKP (refer to paragraph 1.3) this analysis will be primarily related to government institutions and materials.

For Clearing the pipeline backlog (refer to paragraph 1.4) re-investment project this analysis will be primarily related to private archival donations.

Full-time basis means 7.5 hours per day and 5 days per week (Monday to Friday).

Hours of work can be performed between either 8:00 AM to 4:00 PM, 8:30 AM to 4:30 PM or 9:00 AM to 5:00 PM.
