TITLE OF PROJECT
Project Management for the Spectrum Applications Modernization - Commercial Software Implementation (SAM-CSI) Project
OBJECTIVE
The Spectrum, Information Technologies and Telecommunications (SITT) sector requires an experienced Business Transformation Architect with specialized skill-sets needed to ensure the continued success of this complex information technology (IT) project. The resource act’s as the link between the technology and non-technology streams of the project, meet with stakeholders, senior management and vendors to ensure proper understanding, transition and fulfilment of project concept/strategies (ex. Post implementation support definition, current state, future state analysis).
The Business Transformation Architect will be responsible for the following project activities:
· Understanding, articulating, and updating the project’s business drivers
· Coordinating the refinement and confirmation of high-level business requirements
· Coordinating “as-is” and “to-be” Business Architecture documentation
· Developing briefing material and presentations for various internal and external audiences, senior management, and Departmental informatics governance bodies
· Contributing to the development of overall project documents, including Project Charters and Plans and Treasury Board Submissions, etc
· Assist in the coordination of stakeholder engagement activities to solicit feedback, buy-in, and assistance from key stakeholders
· Assist with the development and validation of data architectures and data models that reflect the business requirements
· Coordinating and acting as Secretariat for Special Spectrum Operations Committee (S/SOC) meetings that involve discussion and decisions on key scope and other project issues
· Coordinating the activities of Industry Canada and vendor trainer resources, developing and implementing specialist and end-user training plans for each project release
· Assist the Project Director and Project Manager in providing overall project management of the SAM Project, including the development of Microsoft Project plans, management of scope, tracking of project budget, and oversight of other project resources to ensure timely completion of deliverables
· Drafting and finalizing software solution documentation such as scope of work, Contract Deliverable Requirements List (CDRL) for incorporation into Requisition on Contract (ROC)
· Vendor liaison and contract management
· Supporting and Coordinate the activities of the training and deployment Team
· Documenting key decision from project governance (Special Spectrum Operations Committee)
· Acting as a key link between technology and non-technology streams of the project

The contractor is expected to use the following software: Microsoft Project Microsoft Office
| Mandatory Criteria |
| M1. The proposed resource must submit a detailed CV demonstrating that they meet the minimum mandatory experience for the Business Architect level 3 which is the following: 10+ years of experience, or 5+ years of experience with a recognized professional certification |
| M2. The proposed resource must have a minimum of 10 years of experience as a Business Architect acquired within the last 12 years. |
| M3. The proposed resource must have a minimum of 6 years of experience as a Business Architect with projects that involved both software acquisition and software deployment within the last 10 years. Bidder must provide detailed examples of two such projects that each had a minimum project value of $10M. |
| M4. The proposed resource must have played a full-time role as a Business Architect for at least 3 years in duration for a minimum of one IT project with a total budget of at least $25M. |
| M5. The proposed resource must have a minimum of 5 years of experience analyzing, developing, documenting and reviewing business and/or technical requirements for technology projects completed within the last 10 years. |
| M6. The proposed resource must certify that they will be available upon contract award. |
The Business Transformation Architect will be responsible for preparing the following deliverables:
· Contribution to bi-weekly (or as requested) status reports to the Project Director on the progress of the SAM Project · Contributions to iterative versions of a master project plan (Microsoft Project format)
· Contributions to iterative versions of a project budget (Microsoft Excel format)
· Options analysis and recommendations on business architecture and scoping of business requirements
· Developing the Transition plan
· Project briefing material and presentations, as required Develop procurement documentation such as scope of work, Contract Deliverable Requirements List (CDRL) for incorporation into Requisition on Contract (ROC) as required
PURPOSE
The Department of Industry Canada’s Spectrum, Information Technologies and Telecommunications (SITT) sector requires an experienced Business Transformation Architect with specialized skill-sets needed to act’s as the link between the technology and non-technology streams of the project, meet with stakeholders, senior management and vendors to ensure proper understanding, transition and fulfilment of project concept/strategies (ex. Post implementation support definition, current state, future state analysis), for the Tier 1 Spectrum Applications Modernization - Commercial Software Implementation (SAM-CSI) Project. The services will be required from date of contract award for 12 months with the irrevocable option to extend the term of the Contract by up to one (1) additional one (1) year period under the same terms and conditions.
BACKGROUND
The Spectrum, Information Technologies and Telecommunications (SITT) sector of Industry Canada facilitates access to the radio frequency spectrum by issuing authorities for its use, securing Canada's access to it through international negotiations and by ensuring its continued health, in Canada, through the preparation and enforcement of standards. Three of the sector's branches share this responsibility with the regional and district spectrum offices of the Operations Sector.Within this Sector, the Spectrum Operations Branch (DGSO) provides national leadership and program direction for the delivery of the Spectrum/Telecom Program across Canada. Under the authority of the Radiocommunication Act and the Broadcasting Act, the Branch:
· develops spectrum management regulatory and operational policies and procedures
· plans, authorizes and manages radio spectrum use by Canadian operators and licence holders, and certifies broadcasting facilities
· ensures appropriate access to the radio frequency spectrum by as many users and for as many uses as possible;
· ensures Canadians have access to a reliable communications and information technologies infrastructure (including cybersecurity) during times of emergency
· provides a fair return to the government for the use of the radio frequency spectrum.
The Spectrum Applications Modernization (SAM) Project was created to address the impact of aging IT applications on the Spectrum Management Program. The diverse and complex Spectrum Management IT systems have become difficult to maintain and have become a limiting factor in the continuing evolution of the program. Initiated in April 2008, the project has examined the shortcomings and lessons learned from recent initiatives in this area and articulated and planned a new design and implementation effort to address the ever more pressing need to replace – in whole or in part - the existing suite of Spectrum Management IT systems.
Analysis efforts have uncovered a growing trend of major regulators around the world that are looking to Commercial Off-the-Shelf (COTS) products to address various aspects of Spectrum Management system functionality. Of particular note, a national regulators of an equivalent size and scope to Industry Canada – Ofcom (United Kingdom) - has implemented a COTS-based software solution to address their systems modernization requirements. Further analysis – including a detailed demonstration of the LS Telcom software suite implemented by Ofcom - has lead to the conclusion that a COTS-based approach for the SAM Project appears to be both viable and preferable to other options centered on in-house custom development.
The project manages a 30 million dollar contract with the successful vendor and liaises regularly with PWGSC and the vendor on scope of work, Requisitions on Contract (ROC) and Contract Deliverable Requirements Lists (CDRL).
The intent of this procurement is to acquire the services of a Business Transformation Architect who will continue to support the project team in their activities for a period of 12 months , with the irrevocable option to extend the term of the contract by up to one (1) additional one (1) year period under the same terms and conditions to allow continuity through to the completion of the project. The nature of the tasks involved in will provide the contracted resources with significant background knowledge and understanding of the Spectrum Management environment, processes, and systems and thus it is critical that they be retained – to the extent possible – for future phases. As a result, consultant substitution by the successful bidder at any point in the project will be strongly discouraged unless absolutely unavoidable.
The contracted resource will work closely with the Project Director for the duration of the contract.
